Revitalisasi Forum Musrenbang sebagai Wahana Partisipasi Masyarakat dalam Perencanaan Pembangunan Daerah

Abstract

Many factors are influencing the effectiveness of regional autonomy imple- mentation. One of such factor is the quality of regional development planning. The ideal planning should be able to articulate the needs and aspirations of community. Another factor for ideal quality is public participation which, in Indonesia, manifested through ‘Musrenbang’ (comittee of regional development planning), bureaucracy structure, and political party. This writing analyzes regional development planning of Sumedang District as the product of Musrenbang policy. It is found that internal and external weaknesses of those policies could be overcome by constructing law and other instruments to guide the mechanism and public participation process in order to ensure the practice of good governance
